In case you are a latecomer to the scene of global pandemic fear porn, Event 201 was a pandemic tabletop exercise hosted by The John Hopkins Center for Health Security along with The World Economic Forum and The Bill and Melinda Gates Foundation. Issue Brief: WHO Pandemic Treaty An AFLDS Issue Brief for Citizens and Policymakers STATEMENT OF POSITION During what some have called “the eye of the storm” in terms of the global pandemic crisis, the governing body of the World Health Organization, the World Health Assembly, is quietly planning to vote on an amendment to WHO’s International Health Regulations in just a few days, on May 22-28, 2022. This amendment, proposed by officials from the Biden Administration, will serve to give away our country’s healthcare system, national sovereignty, and personal freedoms to the WHO on a silver platter. America’s Frontline Doctors (AFLDS) strongly opposes the creation and implementation of any treaty or international instrument that governs world pandemic preparedness and response. HOW DID WE GET HERE? Our own U.S. government has thrown us to the wolves once again. On January 18, 2022, the United States of America through the Biden administration and Loyce Pace of the United States Department of Health and Human Services, quietly submitted proposed amendments to WHO’s International Health Regulation (IHR). The proposed amendments are on the agenda for the World Health Assembly (WHA), the governing legislative body for WHO, to be held May 22-28, 20221. The proposed amendments were not made known to the public until Sunday, April 10, 2022, whereupon WHO acted stealthily with a virtually nonexistent public participation process. The WHO invited video and written submissions which were due by 5:00 p.m. on April 13, 2022. Unless We The People activate, these amendments will be enacted at the World Health Assembly between May 22-28, 2022 . If the proposed amendments are allowed to pass, there is a six-month grace period following amendment approval during which countries may withdraw their approval. However, it is highly unlikely that withdrawal of these amendments will occur during this grace period. Just as countries never return the power they take; this global power will likely come to fruition at the end of this grace period. The WHO’s plan is for these amendments to go into effect during the World Health Assembly in 2024. WHO IS “WHO”? The World Health Organization was founded on April 7, 1948, and is a specialized agency of the United Nations. The WHO claims that they are a global organization, made up of over 8,000 professionals including the “world’s leading health experts”. WHO IS WHO’s fearless leader? Dr. Tedros Adhanom Ghebreyesus. And, while one would think a corporation designed to be the nation’s leader in public health would be headed by a physician, Tedros has a Ph.D. in philosophy. He is the former Chief Minister of Health of Ethiopia and was tightly aligned with a left-wing organization that was classified as a terrorist organization in his home country. He was promoted and supported by China. China was embarrassed in 2003 by the WHO exposing its role in the SARS pandemic. In 2020 Tedros delivered for the Chinese government, praising China for its “new standard for outbreak control.” We highly suggest you review more concerning details about Tedros in an article by the Observer Research Foundation entitled Dr. Cover-up: Tedros Adhanom’s controversial journey to the WHO2. The WHO is funded in two ways. First, funds come through hefty, yearly fees paid by the countries that partner with the WHO. The United States is one of the WHO’s top donors, contributing $730 million in 2021. Secondly, funds come through private donors. One of the biggest donors to the WHO will surely ring a bell… Bill Gates. The Bill and Melinda Gates Foundation is the second-largest donor to the WHO with donations of nearly $780 million in 2021.3 Surely, this should bring us all pause about the real objectives of this organization. WHAT WILL THE PROPOSED AMENDMENTS CHANGE? The proposed amendments stand to change everything, and we lose a lot if we remain complacent. Essentially, the proposed amendments give power to the Director-General of WHO (Tedros) which would give him the right to declare health emergencies at will and act on his own. The WHO would have the power to decide what constitutes a “pandemic” and to decide quarantine measures on a global scale. WHO would control the development and safety of new treatments and would decide vaccine mandates for each country! The WHO has already stealthily changed the definition of a pandemic from a disease that causes a lot of death worldwide to a disease that occurs in many countries worldwide. Just so we are clear, the proposed amendments empower the corrupt Director-General to unilaterally declare a health emergency in any nation even against the opinion of that nation for any illness that is widespread. And keep in mind that the WHO preamble defines its area of concern so broadly it easily encompasses war, child development, education, racial justice, etc. THE PROPOSED AMENDMENTS MUST BE SOUNDLY DEFEATED. It is the position of America’s Frontline Doctors that the World Health Organization (WHO) should be nothing more than a debating society with no authority to make or enforce its recommendations. As AFLDS has advocated for nearly two years that medical advice should be individual, between a trusted healthcare provider and the patient. Healthcare is far too complicated to be handled at any level other than that of the provider and patient. It most certainly should not be governed on a global scale by a private organization of industry leaders in big pharma, public health experts, and The Bill and Melinda Gates Foundation. No single organization should be granted this kind of power, ever. First and foremost, any rules governing health should require the enactment of legislation in each individual country. No small group can serve as the mind of an entire profession. No group of patients can serve as a representative group of all patients. The WHO should never be granted the power to do anything other than make reports and recommendations to be considered by individual governments for the enactment of legislation. Peter Breggin, MD, and Ginger Ross Breggin authored a comprehensive report on May 4, 2022, entitled Biden Handing Over U.S. Sovereignty to WHO4. In the conclusion of his report, Dr. Breggin eloquently stated what must be done to prevent the WHA from approving the proposed amendments: We must immediately mount an international campaign, especially focused within America, to force the U.S. to withdraw these amendments before they come to a vote. Otherwise, America and the nations of the world will take a giant stride toward forfeiting national sovereignty to WHO and the U.N. In reality; they will be forfeiting their sovereign powers to the global predators who rule the U.N. and WHO, including the Chinese Communist Party and supporters of the Great Reset, like Bill Gates, Klaus Schwab, and giant foundations and corporations — all of whom benefit from weakening or destroying the sovereignty of the Western nations. All were women, most under 50 years old. Three died and seven remain hospitalized. There simply has not been enough time to know what brain problems and how often a brain problem will develop from that. There is concern amongst many scientists for prion disease (neurodegenerative brain disease).&nbsp;Traditional vaccines do not pass through the blood-brain barrier. Can the unvaccinated get sick from contact with the vaccinated?‍The vaccine produces many trillions of particles of spike proteins in the recipient. Patients who are vaccinated can<a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7461745/"> shed</a> some of these (spike protein) particles to close contacts. The particles have the ability to create inflammation and disease in these contacts. In other words, the spike proteins are pathogenic (“disease-causing”) just like the full virus. What is most worrisome is that a person’s body is being suddenly flooded with 13 trillion of these particles and the spike proteins bind more tightly than the fully intact virus. However, the American media has spent the last month hyping reports of genetic mutations in the virus that causes COVID. These variants are said to be highly infectious and more deadly. Pathogen strains from the UK and South Africa, in particular, have been <a href="https://www.cdc.gov/mmwr/volumes/70/wr/mm7003e2.htm">identified</a> in multiple states since December 2020 and continue to grab <a href="https://www.mlive.com/public-interest/2021/03/what-you-need-to-know-about-covid-19-variant-first-identified-in-south-africa-and-now-in-michigan.html">breathless headlines</a> despite little or no evidence of their additional lethality.The purpose of this Issue Brief is to describe the two leading SARS-CoV-2 variants in greater detail using the available scientific data and propose evidence-based mitigation strategies based on clinical knowledge and patient experience. America’s Frontline Doctors (AFLDS) believes this is the wrong path for our country. The US and its tradition of individual rights and the rule of law remain compatible with public health mitigation, despite what unelected bureaucrats and their allies in the media may claim.The purpose of this Issue Brief is to describe the protections already in place for the maintenance of these rights, as well as recommendations for concerned citizens and their representatives to uphold those enumerated rights currently under threat in the age of COVID-19.‍BREAKING WHAT WAS FIXED According to a <a href="https://www.youtube.com/watch?v=p0zCEiGohJs&list=PLvrp9iOILTQb6D9e1YZWpbUvzfptNMKx2&index=43">video recording</a> of an August 2020 meeting of the CDC’s Advisory Committee on Immunization Practices (ACIP), a panel member said: "I just wanted to add that, just wanted to remind everybody, that under an Emergency Use Authorization, an EUA, vaccines are not allowed to be mandatory. So, early in this vaccination phase, individuals will have to be consented and they won't be able to be mandated [emphasis added].” This consideration for personal liberty has guided the United States through most of its experience with infectious disease outbreaks.In 1996, Congress provided in legislation that every immigrant entering the United States, or every individual seeking adjustment of status to that of a legal permanent resident, show proof that he or she was vaccinated against vaccine-preventable diseases (VPDs). These VPDs include mumps, measles, rubella, and polio. All have a pre-vaccination <a href="https://jamanetwork.com/journals/jama/fullarticle/209448">mortality rate</a> higher than COVID-19. Nearly all states grant exemptions for parents of schoolchildren who oppose immunizations for religious reasons. These established guidelines are now under threat, with “vaccine passports” and other mandates being considered for use on a mass scale. Service members report that the Department of Defense has relied on bad data, failed to perform follow-up independent assessments, and increasingly resort to coercion to force vaccine compliance. PERSONAL LIBERTIES ARE INVIOLABLE Some have argued that mandating experimental COVID vaccines and other aggressive public health measures are <a href="https://www.nbcnews.com/think/opinion/covid-19-state-mask-mandates-can-t-be-avoided-using-ncna1236342">consistent</a> with existing patient protections under HIPAA. This is false. For instance, does the <a href="https://www.hhs.gov/sites/default/files/notification-enforcement-discretion-hipaa.pdf">HHS Notice of Enforcement Discretion</a> order cover something as broad and as-yet-undefined as vaccine passports? Legal experts say no. This is because the HHS order appears narrowly tailored to vaccine-scheduling smartphone apps, something for which patients would have to opt-in to access.Mandatory vaccinations, however, would offer no such <a href="https://americasfrontlinedoctors.org/2press-releases/frontline-doctors-caution-on-vaccine-mandates-citing-international-protocols">informed consent</a>, a staple of international law and medical ethics. Under HIPAA, employers cannot use vaccine status (“<a href="https://www.natlawreview.com/article/what-employers-need-to-know-about-hipaa">personal health information</a>”) to discriminate against current or prospective employees. FREEDOM OF MOVEMENT MUST BE UPHELD AND PROTECTED The Fourth Amendment <a href="https://americasfrontlinedoctors.org/2action-alerts/helping-america-soar-again-recommendations-for-domestic-air-travel">guarantees</a> Americans the right to unimpeded travel between the states, period. Courts have upheld this “<a href="https://www.law.cornell.edu/uscode/text/49/40103">public right of transit</a>” through the navigable airspace as well. Mixed messages from Dr. Anthony Fauci and others in the medical community vis-à-vis freedom of movement requires that legislative bodies and the courts reaffirm this right.Although major passenger air carriers have for now <a href="https://abc7news.com/american-united-southwest-covid-testing/10333946/">rejected</a> mandatory testing and vaccination for US domestic customers, cracks are beginning to develop in the government’s longstanding <a href="https://www.axios.com/florida-coronavirus-travel-restrictions-73a026c2-937f-452f-8463-13dc023e50aa.html">approach</a> to freedom of movement and public health.‍CONCLUSION AND RECOMMENDATIONS Legal remedies for civil liberties violations must continue to be explored. The US cannot have a rights-based society if after every infection spike unelected bureaucrats are empowered to shut down businesses and quarantine individual citizens. Without the revenue stream generated by air travel, American taxpayers would each pay nearly $1,400 more in taxes every year. Reviving the travel and leisure industries therefore is a top priority for policymakers. Unsurprisingly, revenues have plummeted as a result of COVID-19, with losses topping <a href="https://www.cnbc.com/2021/01/01/us-airline-2-losses-expected-to-top-35-billion-in-dismal-2020-from-pandemic.html">$35 billion</a> by at least one estimate and air travel down 70 percent from pre-pandemic levels.Requiring so-called “vaccine passports,” “digital IDs,” and other travel mandates for domestic air passengers and crews in the post-COVID era would raise costs on this struggling industry and impose severe restrictions on the constitutional rights of all Americans.Air travel has not proven to be a significant vector for COVID-19. As of late February, cases are down 77%. An estimated 55% to 66% of Americans already have natural immunity, significantly lowering if not obviating the need for vaccination of the general population to eradicate the virus’s transmissibility let alone imposing unprecedented travel restrictions. Pilots in particular are at exceedingly low risk of ever developing COVID-19 given their younger age as well as the demanding health requirements of their job. According to researchers with the Centers for Disease Control and Prevention, there have been no coronavirus clusters associated with air travel in the United States and the agency’s own <a href="https://www.cdc.gov/coronavirus/2019-ncov/travelers/travel-during-covid19.html">guidance</a> acknowledges that viruses do not spread easily on planes because of the way cabin air is filtered. Despite the scant evidence for viral transmission, however, the CDC issued a mask requirement for all air passengers in January. CONSTITUTIONAL ISSUES WITH VACCINE PASSPORTS A nation wide vaccine passport is unconstitutional and would result in immediate class-action lawsuits filed against the major carriers. For example, the Fourth Amendment to the US Constitution guarantees unimpeded freedom of movement within and between states unless there is reasonable cause to suspend or otherwise restrict it. COVID-19, with a 99.7%-plus survival rate, does not rise to that level. Congress cannot restrict citizens’ <a href="https://www.law.cornell.edu/constitution-conan/amendment-14/section-1/the-right-to-travel">right to travel</a>; the closest the country has come to codifying such <a href="https://www.law.cornell.edu/supremecourt/text/203/514">interstate policing power</a> is to restrict the travel of infected livestock. This hardly passes constitutional muster when the passports themselves would be an unprecedented invasion of personal privacy.‍CONCLUSION AFLDS opposes vaccine passports for all US citizens traveling domestically and encourages patients and physicians to do the same. Forcing experimental vaccines on cash-strapped customers and businesses is a sure-fire way to keep the economy grounded for years to come.We favor following the science to allow airlines to make their own decisions about passenger safety independent of government coercion and control. Many of the 750,000 jobs the industry had in 2020 won’t return if the federal government adds this prohibitive new cost.

Ending needless lockdowns must be a priority to improve the economy and move the nation past the pandemic. Yet state and local governments continue to punish the dining and hospitality sectors with fluctuating capacity rules and increased costs, despite scientific and medical evidence that such measures are unnecessary. America’s Frontline Doctors (AFLDS) calls on public health officials to immediately lift arbitrary limits on indoor dining and provide a much-needed economic boost to struggling small business owners and their employees. <a href="https://fortune.com/2021/01/26/restaurants-bars-closed-2020-jobs-lost-how-many-have-closed-us-covid-pandemic-stimulus-unemployment/">Over 110,000 restaurants and bars</a> closed temporarily or permanently in 2020. The damage done to these businesses, without regard to facts or medical science, should also be a catalyst for class action litigation on the part of the food and beverage and hospitality industries.RESTAURANTS ARE NOT TIED TO OUTBREAKS Although SARS-CoV-2, the virus that causes COVID-19, has been spread inside restaurants and eateries, there is little evidence to link these establishments to viral clusters in states.· In Massachusetts, a total of <a href="https://www.mass.gov/doc/weekly-covid-19-public-health-report-december-17-2020/download">84 infections</a> out of 23,888 known case clusters have been connected to restaurants – less than 1%.· Data from the Los Angeles County Department of Public Health revealed that bars and restaurants had been responsible for <a href="https://abc7.com/covid-19-data-restaurants-outdoor-dining/8235279/#:~:text=LOS%20ANGELES%20(KABC)%20%2D%2D%20Despite,to%20data%20from%20L.A.%20County.">less than 4%</a> of coronavirus outbreaks there.· In New York state, restaurants and bars accounted for <a href="https://spectrumlocalnews.com/nys/central-ny/ny-state-of-politics/2020/12/11/what-new-york-s-contact-tracing-data-show">only 1.43 percent of COVID-19 cases</a> recorded between September through the end of November. Households and social gatherings were responsible for almost 74% of cases during the same period.‍UNREASONABLE REGULATIONS, HIGH COSTS According to the <a href="https://restaurant.org/downloads/pdfs/business/revival-letter-to-house-senate-leaders.pdf">National Restaurant Association</a>, the restaurant industry employs nearly 16 million Americans. Pandemic-related revenue losses totaled upwards of $240 billion in 2020. Government’s current path of business closures and restrictions followed by partial openings is financially unsustainable for these small business owners. The <a href="https://news.yahoo.com/indoor-dining-philly-restaurants-continue-220152749.html">City of Philadelphia</a>, for example, has required restauranteurs who want to expand indoor seating to pay for HVAC upgrades that could cost anywhere from a few hundred to $5,000 depending on the age of the building.Other proprietors have constructed so-called “streetery cabins” at great cost on sidewalks in order to keep their customers safe. In New York, <a href="https://www.curbed.com/2020/11/nyc-outdoor-dining-winter-open-restaurants-cabins.html">fines</a> for building these street-side enclosures without proper permitting can run up to $12,500. This is on top of the <a href="https://sf.eater.com/2020/10/16/21519596/parklets-shared-spaces-zazie-palm-house-dorian-page">tens of thousands of dollars</a> these cabins, greenhouses, “<a href="https://secretnyc.co/winter-outdoor-dining-nyc-cabins-yurts/">yurts</a>,” and igloos cost their owners to install. There is no evidence that these moves, which create indoor spaces outside, have had any measurable impact on preventing the spread of COVID-19. Further, in New York City, Governor Cuomo has permitted reopenings starting February 14 at 25% capacity including staff. Other governments have mandated that televisions be removed or turned off in eating establishments. Neither of these regulations are backed by science.‍CONCLUSION AFLDS supports an immediate end to the draconian lockdown measures that threaten the food and beverage industry and the millions of jobs it sustains.We favor following the science to reopen indoor dining safely at full capacity. In states and localities where these reopenings are banned by arbitrary executive rulemaking, America’s Frontline Doctors supports <a href="https://www.nrn.com/news/california-joins-cities-and-states-battling-dining-restrictions-court-are-lawsuits-having">legal actions</a> taken by various industry associations to argue that indoor-dining bans have not been equally applied to similar service-based businesses such as gyms and liquor stores. Healing Our Small Businesses:  It Is Safe To Resume Indoor Dining And Hospitality Nationwide

An AFLDS Issue Brief for Patients, Policymakers and PhysiciansSTATEMENT OF POSITION One of the greatest tragedies as well as most significant errors made by the government in the response to the COVID-19 pandemic has been the repeated and intentional effort to limit the use of preventative and prophylactic medications to help reduce the impact of the virus. Uneven COVID-19 vaccine distribution and administration, and justifiable vaccine skepticism due to its unprecedented speed, provides additional impetus for employing safe repurposed anti-infective therapies that have been time-tested and are widely available.One such therapy is the antiparasitic drug Ivermectin, a member of the World Health Organization’s <a href="https://www.who.int/selection_medicines/committees/expert/20/EML_2015_FINAL_amended_AUG2015.pdf">“Model List of Essential Medicines</a>.”America’s Frontline Doctors (AFLDS) has been recommending Ivermectin as a safe and effective COVID-19 therapy for many months. We do not suggest that Ivermectin is a cure for COVID-19 or can absolutely prevent an individual from contracting the virus. There is parallel evidence to also recommend the drug’s use as a preventative. For example, Dr. Pierre Kory, in <a href="https://www.hsgac.senate.gov/imo/media/doc/Testimony-Kory-2020-12-08.pdf">testimony</a> before the Senate Homeland Security Committee on December 8, 2020, pointed to positive findings of an October 2020 <a href="https://clinicaltrials.gov/ct2/show/NCT04425850">clinical study in Argentina</a> which tested the effectiveness of Ivermectin for the prevention and treatment of COVID-19. The randomized clinical trial (RCT) found that Ivermectin inhibits replication of SARS-CoV-2, the strain of coronavirus that causes COVID-19. Eight-hundred healthcare workers were administered Ivermectin as a preventative medication and none contracted SARS-CoV-2.Among the additional 400 healthcare workers that were not treated with Ivermectin, 237 individuals, or 58% of the group, were infected with the virus. “These are statistically significant, large magnitude results if you take ivermectin.
